off richmond. ktvu's kraig debro is with two of the victims right now. what can you tell us? what did they tell you? >> reporter: well, four fishermen went out early this morning to fish for alba door -- to fish for albacore. right now, this boat is in the water. we can't see from here but thanks to everybody at channel 2 at the desk, it looks like we can see the boat is going down facility water. i'm going to talk to thomas deacon. he's completely soaked. he's been in the water. you must be cold. what do you remember? >> we went out, hit a wall, pulled one out. there was cpr. don't know about one guy. >> reporter: what did it sound like when you hit the rock wall? >> basically, a car accident. >> reporter: it must have been very dark at that time. >> you are right about that. >> reporter: what about the people in the boat with you at the time? >> one guy, i abbed ahold of him. i was trying to pull him in the boat. i seen another man go by. i tried to go by and grab him. i had too many clothes on. i went back, put my rain gear on, took my clothes off. got him to the edge of the boat.

they found 20- pounds of this ammonium, a chemical used to make explosives. this is the bomb squad. they said they cannot deal with this type of situation and they called in the atf instead and these two separate scenes. it wasn't just chemicals found in the upland court. the bodies of two women overnight. the police say it was a grisly scene. this is the home of 67-year-old dena allen. allen and her friend, carol smarkt, have been missing since wednesday. this is also a home where suspected killer efren valdemoro was known to say, sometimes trying to pass himself off as allen's son. here's where the story takes another turn -- police say the bodies of these two women had been in this home for a while and apparently during that time, allen husband, who reported her missing, had been living in the home. so he's been arrested and is in custody at this hour. how is this all connected to valdemoro? well, that's still unclear. police say all of this may not be connected to the hercules case in which valdemoro is suspected of killing an elderly man on friday. that man's son is still missing. if we

to stream line the size of government, i want to use technology, like we do in silicon valley, to do more with less to, bring some of that managerial, innovation and expertise in silicon valley to sacramento. we have to reform welfare and reform the public employee pension benefits as well. that's the outline of the plan. i'm sure we will have more to talk about as we go through the debate tonight. >> is there something specific you would do to reach a budget deal with lawmakers at the capitol in a timely manner? >> well, first, we must start earlier on the budget. you know, the governor puts out his budget in january. then really nothing much happens until the may revise. we need to start working on it earlier. and then i think there's some structural reforms we must do. we should go to a two-year budgeting cycle. this business of having our back against the wall, not having the ability to think longer term than three to six months out, so those are two reforms i would make right away. >> mr. brown. >> yes. the budget has never been this late before. i do know something about budgets, i
